To unlock the character:- King Boo - Win the 50cc Star Cup
To unlock the character:- Diddy Kong - Win the 50cc Lightning Cup
To unlock the character:- Baby Daisy - Get a one star rank in all 50cc top row cups
To unlock the character:- Rosalina - Win all of the 50cc Cups, plus have a Mario Galaxy save game on your Wii memory.
To unlock the character:- Mii Outfit A - Win the 100cc Special Cup
To unlock the character:- Dry Bones - Win the 100cc Leaf Cup
To unlock the character:- Bowser Jr - Get a one star rank in all 100cc top row cups.
To unlock the character:- Daisy - Win the 150cc Special Cup.
To unlock the character:- Dry Bowser - Get a one star rank in all 150cc cups.
To unlock the character:- Birdo - Set a time trial time on any 16 courses, or win 250 Wi-Fi races.
To unlock the character:- Toadette - Set a time trial time on all courses across all classes, or win 1000 Wi-Fi races.
To unlock the character:- Funky Kong - Unlock 4 expert staff ghosts on time trial.
To unlock the character:- Baby Luigi - Unlock 8 expert staff ghosts on time trial.
To unlock the character:- Mii Outfit B - Unlock all expert staff ghosts on time trial.

this is not complete. there is a character missing - rosalina. you can unlock her by having a super mario galaxy game save or star ranking several races

I believe she is the forth one on the list, good point however that you have to have a star ranking.
